What is a Road Usage Charge?
A road usage charge (RUC) is a per-mile fee that drivers pay to fund the upkeep of the road instead of paying a tax on gasoline. RUC is similar to how we pay for other public utilities such as water or electricity. Each driver pays for exactly how much they use.
Why am I getting a Driving Report?
Most vehicle owners in Hawaii are getting this sample report. This is not a bill. It provides drivers with information about how we currently pay for roads and bridges through the gas tax and how that could change under a road usage charge (miles driven versus gas used). After reviewing the Driving Report, drivers are encouraged to complete a short survey online about their thoughts.
What do I do with this Driving Report?

What do I do if I have a question about my Driving Report?
- My mileage is wrong.
- I got someone else’s report.
- I do not own vehicle on my report.
- The information shown about my vehicle on my report is incorrect.
Please complete the survey. The survey is short and contains a section for you to tell us about any inaccuracies in your Driving Report. Since the Driving Reports are informational only and you do not owe anything, we will not be reissuing them. But it’s important for us to know what issues you encountered so please let us know in the survey what problems you noticed. If you are not able to complete the survey, call (808) 800-3527.
Why did I not get a Driving Report?
Not every driver or household received a Driving Report. If you did not, it’s probably because your two most recent safety checks were less than 6 months apart, or you have a new vehicle and have not yet gotten a safety check, or if the odometer reading you reported at your most recent safety check appears inaccurate.
If you do not receive a Driving Report by the end of 2020, we invite you to complete the survey anyway.
