How does this affect me?
For EV drivers, Hawaii’s RUC will go into effect July 1, 2025.
If you drive a gas-powered, hybrid, or other renewable fuel-powered vehicle, Hawaii DOT will prepare and submit to the legislature by the end of 2025, a plan to transition all vehicles to RUC by 2033.
I own an electric vehicle (EV). What do I have to do now?
There are no requirements for EV drivers at this time. RUC will go into effect July 1, 2025.
I own an electric vehicle (EV). When will the road charge go into effect?
RUC is effective July 1, 2025 for all EVs across the State of Hawaii. At that time, EV drivers can choose to pay the RUC — which is less than a penny per mile or $8 per 1,000 miles driven — or pay a flat $50 fee. This will replace the current $50 state EV registration surcharge. Counties may have additional registration fees for EVs. Beginning July 1, 2028, all EV drivers will be subject to RUC.

I own a gas powered vehicle, hybrid, or renewable-powered vehicle. What do I have to do now?
There are no requirements for gas-powered, hybrid, or renewable energy-powered vehicle drivers at this time. RUC will go into effect for EV vehicles only on July 1, 2025.

How will the RUC be implemented?
Your odometer will be read and recorded at the annual vehicle safety inspection. Your miles driven will be used to determine what you owe in RUC.
Is the rate the same for all the counties?
Yes. The RUC will apply statewide. However, counties with existing EV registration fees may continue to keep those fees in place, in addition to the state RUC of less than a penny per mile ($8 per 1,000 miles driven) or $50.
Have other states adopted a RUC?
Hawaii is the fourth state to enact a RUC program. Other states with road usage charge programs are Utah, Oregon, and Virginia.
