This HiRUC Final Report captures the research, findings, and recommendations informed by your involvement with HiRUC, the largest demonstration and study of a road usage charge in the United States. It addresses common misperceptions, pathways for overcoming practical challenges, and viable options for establishing a RUC program.
Recommendations contained in Volume 1 of this report were presented to members of the Hawaii State Legislature in January 2022.
Volume II of this report, which includes all technical appendices, was published in August 2022.
The findings point toward RUC as an equitable, fiscally reliable, technically viable, long-term mechanism for funding.
